This is a "bottle bill" whereby all those buying beverages in Georgia meant for off-premise consumption must pay a deposit of at least 5 cents on their container, be it glass, metal, aluminum, or plastic.  Starting January 1, 2012, sellers of beverages would then have to refund these deposits for beverage containers redeemed at their stores.
